Vehicle access protection

The range of terminology in vehicle access protection is wide — from HVM through protection classes to KRITIS regulation. This glossary brings together the most important terms, products, standards and metrics in short, precise definitions as a robust basis for planning, tendering and decision-making.

Basic terms

Central concepts and threat terms that define the field of vehicle access protection.

Vehicle access protection

Vehicle access protection comprises all structural, technical and organisational measures that prevent unauthorised or forcible entry of vehicles into a protected area. The aim is to protect people, buildings and critical areas against vehicle attacks.

Vehicle access protection concept

A vehicle access protection concept is the structured overall planning of the protective measures for a specific site, derived from a threat and risk analysis. It defines protection objectives, barrier lines and the selection of suitable vehicle barriers.

Perimeter protection

Perimeter protection refers to securing the outer boundary (the perimeter) of a site against unauthorised intrusion. It combines physical barriers, detection technology and access control along the property or site boundary.

Perimeter security

Perimeter security is the comprehensive protection status of the outer boundary of a secured zone, achieved through the interplay of detection, barriers and response measures. It forms the first line of defence in a multi-layered security concept.

Vehicle-ramming attack (VAW / “Vehicle as a Weapon”)

A vehicle-ramming attack (in English “Vehicle as a Weapon”, VAW) is an attack in which a vehicle is deliberately used as a weapon against crowds or objects. Such attacks are the main driver for modern vehicle access protection measures in public spaces.

Hostile Vehicle Mitigation (HVM)

Hostile Vehicle Mitigation (HVM) is the internationally established umbrella term for the entirety of measures to defend against hostile vehicle attacks. HVM combines risk assessment, traffic management and tested vehicle security barriers into an effective protection concept.

VBIED

A VBIED (Vehicle-Borne Improvised Explosive Device) is an improvised explosive or incendiary device carried in or on a vehicle – the so-called car bomb. Protective measures aim to stop such a vehicle at a safe distance from the protected object (stand-off distance).

Anti-ram protection / overrun protection

Anti-ram protection (also overrun protection) refers to physical safeguards that stop an oncoming vehicle and prevent it from overrunning a protected area. The term is often used synonymously for the product-side part of vehicle access protection.

Barrier line / barrier concept

A barrier line is the continuous line of vehicle barriers that seals off a protected area against vehicles. The barrier concept describes their arrangement, gap-free coverage and the interplay with access points, gates and emergency routes.

Protective measures & products

The physical barrier elements and barriers with which vehicle access protection is structurally implemented.

Bollard

A bollard is a vertical, column-shaped barrier element that stops vehicles while allowing pedestrians to pass. A distinction is made between fixed, retractable or automatic bollards as well as tested high-security and anti-terror bollards.

Fixed bollard

A fixed bollard is permanently anchored in the ground and provides continuous protection without moving parts. It is suitable for access points that do not need to be opened for vehicles on a regular basis.

Retractable / automatic bollard

A retractable (automatic) bollard can be lowered into the ground and raised again hydraulically or electromechanically. This allows an access point to be released for authorised vehicles when required and otherwise kept secured.

High-security bollard / anti-terror bollard

High-security or anti-terror bollards are bollards tested to recognised crash-test standards (e.g. DIN ISO 22343, IWA 14 or PAS 68) that stop a defined vehicle at a specified speed. Their protective effect is documented by an impact-class certificate.

Mobile vehicle barrier

A mobile vehicle barrier is a barrier that can be deployed without fixed ground anchoring and set up and removed temporarily – for example at events. In Germany, its protective effect is assessed via the protection classes of the Technische Richtlinie Mobile Fahrzeugsperren.

Vehicle security barrier

A vehicle security barrier (in English “Vehicle Security Barrier”, VSB) is the normative umbrella term for any tested barrier element that protects against vehicle attacks – including bollards, boom barriers, barriers and gates. Its performance is demonstrated through standardised impact tests.

Anti-terror barrier

An anti-terror barrier is a colloquial term for a tested vehicle security barrier with a high protection class intended to defend against vehicle attacks (including VBIED). Technically correctly, it is specified via its demonstrated impact class.

Through-passage barrier

A through-passage barrier is a barrier element that prevents the unhindered passage of vehicles at a specific point, while still allowing pedestrians or authorised vehicles to pass in a controlled way. It secures narrow points, gateway passages and pedestrian zones in particular.

Barrier / boom barrier

A barrier or boom barrier is a mostly movable barrier arm that opens and closes an access point in a controlled way. In a high-quality design as a tested impact barrier, it also stops oncoming vehicles and not just regular traffic.

Security fence

A security fence is a continuous enclosure to demarcate and secure a site against unauthorised access. Unlike tested vehicle barriers, it is primarily directed against persons and must be combined with appropriate barriers for vehicle protection.

03 · Classes & metrics

Classes & metrics

The classifications and metrics used to describe and compare the protective effect of barriers.

Protection class (SK1, SK2, SK2+)

The protection class classifies mobile vehicle barriers according to the Technische Richtlinie Mobile Fahrzeugsperren into SK1, SK2 and SK2+, depending on the vehicle mass and approach speed that the barrier stops. SK2+ denotes the highest protection level for particularly exposed scenarios.

Impact class (K4/K12, M30/M50)

The impact class describes the tested stopping capability of a barrier via a standardised test vehicle and its impact speed. Well-known classifications are K4/K8/K12 (US standard ASTM/DOS) as well as M30/M40/M50 (e.g. according to IWA 14 / PAS 68), with higher values absorbing more energy.

Impact energy / momentum

The impact energy is the kinetic energy of an oncoming vehicle (dependent on mass and speed squared) that a barrier must absorb on impact. The momentum (mass × speed) describes the impulse effect and is decisive for the design and anchoring of the barrier.

Operation after Impact (penetration / residual function)

“Operation after Impact” characterises the behaviour of a barrier after impact, in particular the penetration – that is, the distance by which the vehicle still penetrates the barrier. A low penetration and a remaining residual function demonstrate that the vehicle is reliably stopped in front of the protected object.

Protection objective

The protection objective defines what is to be protected, to what extent and against which threat, for example the maximum permissible penetration depth of a vehicle at a specific line. It is the central specification against which the selection of protection class and impact class is oriented.

04 · Standards & guidelines

Standards & guidelines

The decisive regulations for testing, classifying and planning vehicle access protection.

DIN SPEC 91414-1

DIN SPEC 91414-1 governs the testing and classification of vehicle security barriers in the German-speaking region, including the impact test of the barrier. It provides the demonstrable performance basis for the use of tested barriers.

DIN SPEC 91414-2

DIN SPEC 91414-2 addresses the planning of vehicle access protection and provides a methodical framework for threat analysis, definition of protection objectives and selection of protective measures. It links the barrier testing from Part 1 with the specific site planning.

DIN ISO 22343-1 / -2

DIN ISO 22343 is the current international standard for vehicle security barriers: Part 1 governs performance requirements and test procedures, Part 2 the selection, installation and application. It replaces the withdrawn IWA 14; legacy certificates issued under IWA 14 remain valid.

IWA 14-1

IWA 14-1 (International Workshop Agreement) was the previously decisive international specification for impact tests of vehicle security barriers. It has been withdrawn and replaced by DIN ISO 22343, but existing IWA 14 certificates retain their validity.

PAS 68

PAS 68 was a British specification (Publicly Available Specification) for the impact testing of vehicle security barriers and long an international de-facto standard. It has since been withdrawn and superseded by the ISO 22343 series.

Technische Richtlinie Mobile Fahrzeugsperren

The Technische Richtlinie Mobile Fahrzeugsperren is the decisive set of rules in Germany for mobile, temporarily deployable vehicle barriers. It defines the protection classes SK1, SK2 and SK2+ and is the basis for their selection in event and public-authority contexts.

05 · Methodology

Methodology

The analytical steps and documents by which a robust vehicle access protection concept is created.

Risk analysis / threat analysis

The risk or threat analysis systematically determines which vehicle threats are realistic at a site and how high the resulting risk is. It is the technical basis of every vehicle access protection concept and determines the required protection level.

Threat coefficient

The threat coefficient is a metric-based assessment of the threat level of an access point or area, consolidating factors such as possible approach speed, vehicle weight and crowd density. It makes risks comparable and prioritisable.

Risk report

The risk report documents the results of the risk analysis in a traceable way and provides the justification for the chosen protective measures. It serves as a robust basis for coordination with authorities, internal decisions and the tender.

Standards-compliant / procurement-ready tender

A standards-compliant and procurement-ready tender describes the required protective measures in a manufacturer-neutral way and on the basis of recognised standards and protection classes. This allows offers to be compared fairly and procurement law to be observed.

Bill of quantities

The bill of quantities is the structured, item-by-item listing of all services and products to be tendered together with their technical requirements. In vehicle access protection it defines, among other things, the required protection and impact classes in a binding way.

06 · Regulation

Regulation

Legal framework conditions and obligations that make vehicle access protection binding for operators.

KRITIS

KRITIS stands for critical infrastructures – facilities such as energy, water, transport, health and IT supply, whose failure would jeopardise the security of supply. Their operators are subject to special legal protection and resilience requirements, including for physical security.

KRITIS-Dachgesetz

The KRITIS-Dachgesetz (KRITIS Umbrella Act) obliges operators of critical infrastructures, for the first time uniformly nationwide, to implement physical protective measures, a risk analysis and a resilience plan. The deadline for implementing the first obligations is 17 July 2026, making the act the German implementation of the EU CER Directive.

Duty to ensure safety (Verkehrssicherungspflicht)

The duty to ensure safety (Verkehrssicherungspflicht) obliges anyone who opens up public traffic or an event to take reasonable measures against recognisable hazards. In vehicle access protection, this can mean providing effective barriers where a vehicle threat is recognisable, in order to avoid liability risks.
